Background of the Study

Whistleblowing has become a crucial tool in the fight against corruption in many countries, including Nigeria. In Mokwa Local Government Area (LGA), Niger State, whistleblowers have played a vital role in exposing corrupt practices within the local government, particularly in areas such as mismanagement of funds, bribery, and embezzlement. The anti-graft campaign in Mokwa has seen the establishment of various whistleblowing mechanisms, designed to protect individuals who report corruption and ensure that they can do so safely without fear of retaliation (Ibrahim & Dauda, 2023). These initiatives have had varying degrees of success, with some whistleblowers facing intimidation and harassment, while others have seen the prosecution of corrupt officials. This study seeks to evaluate the role of whistleblowing in combating corruption in Mokwa LGA, focusing on how effectively these mechanisms have been implemented and their impact on governance and accountability.

1.2 Statement of the Problem

While whistleblowing is recognized as a critical tool in combating corruption, its effectiveness in Mokwa LGA has been challenged by a lack of protection for whistleblowers, limited public awareness, and a culture of impunity among local officials (Aliyu & Nuhu, 2024). Despite the existence of anti-graft campaigns, corruption remains widespread in the area, and many individuals are reluctant to report malpractices due to fears of retaliation. This study aims to evaluate the effectiveness of whistleblowing mechanisms in Mokwa LGA and explore the factors that hinder their success in addressing corruption.

1.3 Objectives of the Study

  1. To assess the effectiveness of whistleblowing mechanisms in combating corruption in Mokwa LGA.

  2. To examine the challenges faced by whistleblowers in Mokwa LGA.

  3. To explore the impact of whistleblowing on governance and accountability in Mokwa LGA.

1.4 Research Questions

1.5 Research Hypotheses

  1. Whistleblowing mechanisms have had a significant impact on reducing corruption in Mokwa LGA.

  2. Whistleblowers in Mokwa LGA face significant challenges, including lack of protection and fear of retaliation.

  3. Whistleblowing has contributed to improved governance and accountability in Mokwa LGA.

1.6 Significance of the Study

This study will contribute to the understanding of the role of whistleblowing in combating corruption in Nigeria. By focusing on Mokwa LGA, the research will provide insights into the challenges and successes of implementing whistleblowing mechanisms at the local government level. The findings will be valuable to policymakers, anti-corruption agencies, and civil society organizations working to strengthen governance and accountability in Nigeria.

1.7 Scope and Limitations of the Study

The study focuses on Mokwa LGA, Niger State, and evaluates the role of whistleblowing in combating corruption at the local government level. The research does not examine whistleblowing at the state or federal levels and is limited to local government officials and their interactions with anti-graft mechanisms.

1.8 Operational Definition of Terms

  • Whistleblowing: The act of reporting unethical, illegal, or corrupt activities within an organization or government to authorities or the public.

  • Corruption: The abuse of power for personal gain, including bribery, embezzlement, and mismanagement of public resources.

  • Anti-Graft Campaign: Efforts and initiatives aimed at combating corruption through policy reforms, awareness programs, and the promotion of transparency and accountability.
